The answer is: They probably never will. Apple are:

  • Doing the very minimum required to comply with the LGPL
  • Writing code that uses the OS X APIs so KDE developers will have to reimplement everything, as opposed to just merging it in.

While Apple have been benefitting from the KHTML project, they are doing the very minimum required to comply with the LGPL, and they are making changes that are very hard for the KHTML developers to merge back into KHTML, since it uses the OS X API's.
